to trick, dupe, deceive. A working-class euphemism related to the colloquialism 'get one over on (someone)'.
Similar themes run through stories about social workers who are reckoned to be easily "had over" by "villains" and even by juvenile offenders.' (Inside the British Police, Simon Holda-way, 1983)
